Error: Unable to find database backup file during upgrade

When the database upgrade begins, the error 'Unable to find database backup file' occurs. This customer is using a peer to peer setup, and Progress is not installed on the server.
This issue occurs due to the database being a personal database in single user mode. See the following article to work around this error:
