Unable to Connect to Salesforece Web Service LOGIN Secure Socket Layer SSL failure. Error Code 54. when Attempting to do a Manual or Scheduled FIMS to FIMS CRM Sync

When attempting to do a manual FIMS to FIMS CRM sync, the error, "Unable to Connect to Salesforece Web Service (LOGIN) Secure Socket Layer SSL failure. Error Code -54: Unable to get local certificate for 'certfilename' in npo\dlc11\Certs (9318) occurs.
 
Make sure that the certificates from Npo\found\FIMS\Bin\ProgressCerts are copied into npo\dlc\Certs and npo\dlc11\certs as a precaution. Sometimes due to Windows permissions these do not get copied over. This issue was ultimately due though to a change in the network firewall that caused traffic out to the Salesforce webservice to be blocked. This can be determined by reviewing the firewall logs entry for a time that matches in which the error was seen either in the Salesforce synch logs or Event Viewer on the FIMS database server. The firewall log will detail why the traffic is being blocked.
