If an export definition has its columns re-ordered from their original position as fields were added during creation, the Export Definition File Layout Report will not accurately reflect the export definition's column order.
This report wasn't designed to dynamically update it's sort order based on changes within the marketing effort itself. There is an Idea Bank suggestion to add this functionality to the Export Definition File Layout report in a future service pack.
Steps to Duplicate
1) Go to Marketing and Communications > Export Definitions > Add. 2) Create any one of the export definition types that are available and add several fields to the export definition. 3) On the Column order tab of the export definition, change the order of multiple columns, then save and close. 4) Go to Marketing and Communications > Export Definitions > Export Definition File Layout Report > Run the report for the newly created export definition. 5) Notice the report does not accurately reflect the export definition's column order
