Error: Unable to Open File Temp Files ODBC 92 log Errno 13 when Attempting to run a Crystal Report from FIMS Custom Menu

When users attempt to run a Crystal Report from the Custom menu, the following errors and messages can occur:

1. FIMS Crystal Viewer Installation This utility installs the Crystal Reports Components. If you are reinstalling the Crystal components you must first uninstall the components using the Windows Add/Remove Programs. If you have not done this, please uninstall now. Otherwise, you may continue. Do you want to continue?

2. Error, "Unable to open file ..\tempfiles\\obdc92.log. Errno = 13"
We are currently evaluating this issue for a fix in a future release or patch.

Steps to Duplicate

1. Go to the Custom menu on the top bar of FIMS
2. Choose a report
3. Attempt to run the report
4. See one or both messages occur.
